Dry skin produces too little oil, often naturally, all year round. Dehydrated skin has enough oil but loses water, usually due to a weakened barrier, heating, or showering too hot. Many people with "dry skin" are actually dehydrated, and then apply rich creams while their skin first needs moisture.
Rule of thumb: if your skin feels tight everywhere, including on your body, then you are dry and need oil AND moisture. If your skin sometimes shines but still feels tight, then you are dehydrated and should start with hydration.

Hot water and foaming cleansers strip your skin of its natural oils. Shower with lukewarm water, cleanse your face with a milk or oil instead of foam, and moisturize within three minutes of drying off to lock in moisture before it evaporates.

Both are possible. As a last step after your cream, it locks everything in, ideal for the evening. For very dry skin, you can also mix it with your cream. Oil always comes as the last skincare step; only your SPF comes after it in the morning.

Less than you think. Drinking water is healthy, but your skin primarily dries out due to moisture loss at the surface: a weakened barrier, heating, hot showers. That's why applying creams works better than drinking water: hydration in, ceramides on.
